ox_sres が存在しないときは起動し,
他の関数で使われるサーバに設定する.
- 実行ファイルが見つからないときはデバッグモードに入る.
- すでに存在している場合は他の関数で使われるサーバに設定するだけで新たに起動はしない.
- 返される整数は通信のための識別子.
